飓风艾玛重创多个加勒比岛国,多名加人滞留灾区,加拿大政府被指营救不力,未有如美国政府般派出军机协助撤离国民。当局则解释指,由于灾区机场设施损毁,因此飞机未能尽快接载加人回国,加航更指今次是美国911恐袭事件以来最复杂的营救行动。
联邦环球事务部(Global Affairs Canada)截至昨日上午共处理2,140通电话及电邮,至今共收到368名滞留加勒比群岛的加人求助。政府昨日预料最需要协助的加人,包括90名身处特克斯和凯科斯群岛(Turks and Caicos)、以及150名仍在圣马丁(St. Maarten)的人士,可于昨晚乘坐商用飞机离开。
卡伦(Karen Vukosa)是其中一位昨晚抵达多伦多的加人,她接受访问指,曾经多次尝试离开灾区但仍“无济于事”;其丈夫武科萨(Neno Vukosa)形容孤岛上根本没有出路,曾经感到非常绝望。
外交部长方慧兰(Chrystia Freeland)在多伦多表示,政府的首要工作是协助受飓风影响的加人。她说:“我们正非常、非常努力地接你们回家,我们很清楚情况是多么的可怕和令人担心。”
飞机难在灾区升降
联邦交通部长嘉诺(Marc Garneau)则表示,加国不缺飞机接载国民,问题是灾区没有足够空间让飞机升降,有的客机则不获准载客离开。
加航表示在风灾前后一共开出24班特别航班,接载近7,000名民众返加。加航承认接到投诉,但表示不能单靠增派飞机就能应对风灾,又指灾区并非航空交通枢纽,无法同时应付多班飞机升降。
