加拿大BC省政府要求市政府在2024年6月底之前，依据省府指定的「交通导向开发区」（TOD区）更改附例（bylaw）和政策。据DH News报道，省政府最近最终批准了TOD区立法，该立法要求在选定的公共交通枢纽地区提高住宅建设密度。
省政府周四（12月7日）公布了104个主要公共交通枢纽（空铁交通站或巴士中转站）以及周边TOD区域的完整名单。共有31座城市在其管辖范围内至少拥有一个省级指定的TOD区域，其中包括大温哥华地区的14个城市和省内其他地区的17个城市。
绝大多数TOD区域都位于大温，且围绕着运输联线(TransLink)服务枢纽分布。涵盖64个天车站，包括50个现有车站、到达阿布特斯街（Arbutus St.）的世博线（Expo Line）延伸线未来的5个车站、到达兰里的世博线延伸线未来的所有8个车站，以及加拿大线（Canada Line）未来位于列治文的Capstan站。
许多空铁站区域已经拥有高密度、高楼开发项目或符合TOD立法的现有市政社区/区域规划。由于运联最大的巴士中转站大多与天车站位于同一地点，因此大只有10个独立的巴士中转站被省府列为TOD区域。自今年秋初首次宣布TOD立法以来，省府做出的重大补充是将西岸快车（West Coast Express）通勤车站纳入TOD区域，运联营运的通勤铁路上的5个郊区车站均包含在该清单中。
其余25个TOD区域位于大温以外的全省的BC运输公司（BC Transit）巴士中转站，其中包括位于菲沙河谷的两个巴士中转站，甚至还有位于威斯勒的一个「贡多拉」（Gondola）巴士中转站。温哥华大都会以外拥有最多TOD区域的城市是基隆拿（Kelowna），该市有4个公车站被纳入。

对于大温市政管辖区，省府规定天车站周围的TOD区域从交通枢纽周围800公尺半径延伸。在天车站200公尺半径范围内的区域，最低要求的高度为20层，且建筑面积的最小允许容积率(FAR)密度最多为建筑物面积的5倍地段。在距离天车站200公尺至400公尺半径范围内的区域，最低限额为12层楼高和4.0FAR。在距离天车站400公尺至800公尺半径范围内的区域，最低限额为8层楼高和3.0FAR。
大温巴士总站和西岸快车站周围的TOD区域半径为400米，其中200米以内的内部区域规定最低层高为10层，容积率最高为3.5，外部区域为200米至3.5米，规定高度为400米，最小允许高度为六层楼，最大容积为2.5FAR。
虽然这些是TOD区域所需的最低密度，但省府明确表示，市政府可以为指定公共交通枢纽周围的此类区域，规定更高的密度和高度。根据该立法，市政当局将继续有权对TOD区域内的项目征收开发成本税、社区设施捐助（Community Amenity Contributions）和「密度优惠」（bonus density）。
